Ecological bases for development strategy in forestry of Republic of Srpska

Abstract

This paper analyzes problems related to ecological – production potentials of forests and forests lair, as well as the status of forest areas in Republic of Srpska. Forestry development in Republic of Srpska has to be determined by two basic parameters: ecological – production lair potential and economical – social needs and possibilities. The segment of long term planning has to give up the last practice, strategy and planning based on needs. It has to be establish on ecological bases and ecological – production potentials. The strategy has to be precise about how and who establishes middle and long term plans. Middle term plans have to include at least rejuvenation period, and long term plans have to include even more (maybe even the entire rounds). The number of managerial classes of specific forest categories (especially coppice forest) should be adjusted using the development strategy with the number of classes of other forest categories, and all together adjusted to scientific cognitions. It is suggested that a managerial class should be composed of elements of one type of production forest, and the status of these elements and work plans are established for them. Indispensable labour calculations have to consider only areas of managerial classes where, because of small data number, is not economical to deal with tax elements.
